베트남 사회보장법 개혁과 현재의 제문제(諸問題) 연구 — 사회보험법･의료보험법･고용법상 실업보험을 중심으로 —
베트남의 사회보장제도(사회보험, 의료보험, 실업보험 등)는 2000년대 관련 제 도의 전반적인 기틀을 마련하면서 국가의 중추적 사회보장시스템으로 자리매김 하게 되었고 의료보험의 경우 국민의 약 90%가 가입하는 등 급속히 확대되고 있다. 그러나 평균수명 연장과 고령화, 기금수익 창출의 한계로 인해 2010년부터 사회보험 기금 재정 문제가 본격적으로 대두되었으며 2037년경에는 연금 지급 등에 어려움이 발생할 것으로 예상된다. 이에 베트남 정부는 이것을 사회적･정 책적 문제로 심각하게 인식하여 2021년부터 노동자의 정년을 연장하고 사회보험 료 납부 기간은 증가시키며 연금 수급률은 현행을 유지하는 등의 사회보험 개혁 을 단행하였다. 그러나 이러한 개정과 개혁은 노사 모두에게 부담이 가중되는 불리한 방향의 개정이었고, 정부가 이들을 설득하는 과정에서도 여러 가지 혼란 과 아쉬움이 있었다. 또한 사회보험의 가입 불균형 문제와 사회보험의 확대 문 제 등도 아직 베트남 정부가 풀어야 할 당면과제로 남아 있는바, 본고는 국내에 거의 소개되지 않은 베트남의 사회보장제도를 개관하고 사회보험법 개혁 쟁점 등을 분석하여 우리가 참고해야 할 사항들을 살펴보고자 한다.
A Study on Improvements of Vietnam's Social Insurance Law
Vietnam's social security system (social, health and employment insurance system) laid a foundation for related systems in the 2000s and now has evolved into the backbone of the country's social security system. Today, the social insurance system is rapidly expanding in Vietnam, with nearly 90% of people having medical insurance. However, the extension of life expectancy, aging society, and limitations in generating profits from the social insurance fund have caused a financial burden for the fund since 2010. Moreover, the country's pension payments are expected to have difficulty from 2037. The Vietnamese government took this problem as a critical social and political issue. Therefore, it has implemented reform on its social insurance system since 2021 by extending the retirement age of workers, increasing the social insurance payment period and holding the pension rate. However, these revisions and reforms added burdens on labor and management, causing confusion while the government tried to persuade them. In addition, the uneven social insurance coverage and the problem of expanding social insurance are still urgent tasks to be addressed by the government. Given all these considerations, this study aims to introduce issues related to the reform of the social security system in Vietnam which has rarely been discussed in Korea, and analyze related issues in order to think about implications needed to be considered.
