코로나(Covid-19) 대응을 위한 스웨덴의 법제 개편과 적극적 노동시장 정책
2020년 초기 코로나(Covid-19)로 인해 스웨덴은 실업율이 증가하였고 경제에 도 심각한 타격을 받았다. 이에 스웨덴 정부는 기업과 노동자들을 보호하기 위 해 선제적이면서도 신속하게 한시적 법안을 마련하고 조취를 취하였다. 가장 대 표적인 법이 ｢단시간 노동수당법｣이다. 이 법은 코로나로 인해 실업을 강행해야 하는 기업에게 노동자들의 근로시간을 단축시켜 실업을 최소화하고 여기에 발생 하는 비용을 정부가 지원하는 것이다. 그리고 ｢코로나 팬데믹법｣과 ｢음식점에 대한 한시적 감염 통제법｣ 등을 제정하여 공공장소나 사업장에 제한을 두어 노 동자들을 비롯한 국민들을 코로나로부터 건강을 보호하고 있다. 그리고 최근에 는 ｢백신피해자를 위한 국가보상 법안｣을 정부가 의회에 제출한 상태이다. 이 법안은 무과실책임주의적 성격의 보험방식으로 백신 부작용으로 피해를 당한 사 람들에게 보상해주는 것이다. 또한 스웨덴 정부는 적극적 노동시장 정책으로 디 지털방식의 구직지원 프로그램을 운영하고 있다. 그리고 단기 직장재배치 프로 그램을 통해 실직자들이 짧은 시간내에 직업 훈련을 받아 신속하게 재취업을 할 수 있도록 하고 있다. 현재 스웨덴의 고용율과 경기 회복은 코로나 전 상황으로 회복되고 있는 중이다. 이는 다른 유럽 국가들에 비해 높은 편이다.
Study of legislation and active labor market policies to respond to Swedish Covid-19
In early 2020, due to Covid-19 unemployment increased and the economy was hit seriously in Sweden. Accordingly, the Swedish government quickly took action to protect business and workers. The most representative law is the Short-Time Labor Allowance Act. The aim of this law minimizes unemployment by shortening workers' working hours and provides government support for companies with difficulty caused to Covid-19. In addition, the Corona Pandemic Act and the Temporary Infection Control Act for Restaurants have been enacted to protect workers and other citizens from Covid-19 by restricting public or workplaces. In addition, the government has submitted Proposal for state compensation for personal injury caused by vaccination against Covid-19 to the parliament. The bill compensates those affected by side effects of vaccines with a non-fault liability insurance method. In addition, the Swedish government operates a digital job search support program as an active labor market policy. In addition, the short-term relocation program allows unemployed people to quickly re-employment through short-term vocational training. Currently, Sweden's employment rate and economic recovery are recovering to the pre-Covid-19 situation. This is higher than that of other European countries.
