코로나19로 인한 경제위기 대응 노동정책 — 이탈리아의 고용안정 대책 —
코로나19라는 초대형 감염병이 세계를 멈추게 했다. 기하급수적으로 증가하는 코로나19 감염자로 인해 각국 정부들은 국경을 봉쇄하거나 이동제한 조치를 취했 고, 이는 경제 위기로 이어졌다. 코로나19로 경제위기가 발생한 상황은 전 세계적 으로 비슷하다. 그런데 코로나19 경제위기 대응 노동정책은 고용안정과 소득보장 이라는 큰 틀에서는 비슷하지만, 세부 정책에서는 나라마다 차이가 있다. 이탈리아는 코로나19로 인한 경제 위기에 대응하기 위해 노사정 대화를 시작하 였다. 노사정 합의로 마련된 한시적 해고금지 조치, 사회적 완충조치 확대 등의 노동정책은 대통령의 긴급명령권 발동을 통해 2020년 3월 16일 법률명령 제18호 Cura Italia로 공포되었다. 본고는 이탈리아에서 노사정 합의를 통해 마련된 노동정책을 그 배경과 과정, 내용으로 나누어 살펴본다. 그리고 2020년 우리나라에서도 진행되었던 원포인트 노사정합의의 과정 및 내용과 비교, 검토한다.
Labor Policy in Response to the Corona 19 Economic Crisis — Employment stabilization policy in Italy —
The unprecedented epidemic of Covid-19 has brought the world to a stop. Due to the exponential increase in the number of Covid-19 infections, governments have imposed border blockades or restrictions on movement, leading to an economic crisis. The situation of the economic crisis caused by the Covid-19 is similar around the world. However, the Covid-19 economic crisis response labor policy is similar in the big framework of job security and income security, but in detailed policies, it varies from country to country. Italy began social dialogue between labor, management and government to cope with the economic crisis caused by the Covid-19. Labor policies, such as the temporary layoff restrictions and the expansion of social buffer measures, were promulgated on March 16, 2020 under the President's Emergency Order No.18 “Cura Italia.” This paper examines labor policies prepared through tripartite agreement in Italy by dividing into their backgrounds, processes and contents. It also compares and reviews the process and contents of the One-Point tripartite agreement, which was carried out in Korea in 2020.
