코로나19와 사회보장법의 대응 - 핀란드와 한국의 사례 비교 -
코로나19의 전세계적 확산 이후 각국은 경제, 사회 전반의 위기를 겪고 있으며, 다양한 사회적 위험으로부터 개인을 보호하기 위한 사회보장제도의 적극적 역할 이 요구되고 있다. 핀란드는 유럽 다른 국가와 비교하여 코로나19 확진자 비율이 현저하게 낮으며, 코로나19에 대한 대응을 적극적으로 해왔다. 코로나19 상황에서 핀란드 사회보장제도의 역할을 살펴보면, 보건의료시스템의 적극적인 대응, 관대 한 감염병수당(상병수당)의 지급, 고용보험의 사각지대를 보완하는 기본실업수당 의 지급요건 완화, 포용적인 사회부조시스템, 아동돌봄에 대한 적극적 지원과 돌 봄의 부담이 여성에게 편중되지 않도록 하는 개혁의 추진 등이 눈에 띈다. 한국 의 사회보장제도의 코로나19 상황에서의 대응은 경제위기에 대한 대응의 일환으 로 하는 일시적 지원 중심으로 이루어지고 있어, 포용적이고 광범위한 핀란드의 대응과 비교된다.
Response of the Social Security System to COVID-19 — Comparison between Finland and Korea —
Since the global spread of COVID-19, each country is experiencing economic and social crises, and an active role of the social security system to protect individuals from various social risks is required. Finland has a significantly lower number of COVID-19 cases compared to other European countries, and has been actively responding to COVID-19. Looking at the role of the Finnish social security system in the COVID-19 situation, the active response of the health care system, the generous sickness allowances in case of infectious disease, easing of the payment requirements for basic unemployment allowance, an inclusive basic social allowance, and reforms to prevent the burden of child care from being concentrated on women are noteworthy. Korea's social security system's response to the COVID-19 situation is centered on temporary monetary support, compared to Finland's more inclusive and broad response.
