2017년 이후 정부의 공공부문 비정규직에 대한 무기계약직 전환정책의 실효성 검토 - 노동조합의 조직률 상승과 관련하여 -
이 연구에서는 이전 정부부터 추진돼 온 공공부문 비정규직 정책을 현 정부가 무기계약직 전환방식으로 적극 전개한 정책효과가 노동자들의 대표적인 집단적 이익대변 조직인 노동조합의 조직률 상승에 기여했는가를 통해 살펴보고자 하였 다. 현 정부의 공공부문 비정규직에 대한 무기계약직 전환정책이 노동조합의 조직 률 상승에 기여했을 것으로 추정하였다. 이의 검토를 위해 고용노동부의 무기계 약직 전환 현황과 노동조합 조직률 현황을 참고하였다. 정부 정책의 골자는 무기 계약직 전환이었는데, 이를 정규직 전환이라고 표현함으로써 취업난을 겪고 있는 청년층의 반발을 사기도 했다. 다만 정부정책이 노동조합 조직률 상승에 얼마만큼 영향을 미쳤는지 실증해 내 지는 못했다. 이 연구의 한계라 할 수 있다. 이른바 ‘공무직’이라 불리게 된 공공 부문 무기계약직의 임금체계를 비롯한 처우의 문제는 정책 추진 중에도 계속 제 기되었고, 구체적인 처우개선 방안은 지금도 한시적 기구인 공무직위원회내 공무 직 발전협의회에서 논의 중에 있다. 여기서는 정부의 공공부문 비정규직에 대한 무기계약직 전환정책을 노동자의 집단적 이익대변의 증대라는 측면을 고려하여 기술하였다. 그 결과 긍정적인 효 과가 있었다는 추정이 가능했다. 그럼에도 아직은 노동조합이 상승한 조직률의 크기만큼 집단적 이익대변의 크기를 확대했다고 보기 어려운 부분이 있다.
A Study on the Effectiveness of the Korean Government Policy to Convert Non-Regular Workers to Workers on Non-Fixed Term Contract in Public Sector after 2017 — Compare to Increase the Trade Union’s Membership Density —
This is a study on the effectiveness of the Korean government policy to convert non-regular workers to workers on non-fixed term contract in public sector, after 2017. This Korean government policy to convert non-regular workers to workers on non-fixed term contract was called the policy to convert non-regular workers to regular workers in public sector. As the result of being called this, it led to opposition from young people preparing for employment. By this study, it is tried to examine for the effect of the Korean government policy as to non-regular workers in public sector. Also, it is compared how much increases Korean trade union’s membership density by the related policy of Korean government, before and after 2017. But it cannot be proved how much the increased trade union’s membership density by non-fixed term workers in public sector has developed functions of benefit representation by trade union. That is the limit of this article.
